International Big Cat Alliance:
On March 1, 2024, the Environment
Ministry of India obtained Cabinet approval to establish an International
Big Cat Alliance (IBCA) headquartered in New Delhi. Inspired by India's
successful model of the International Solar Alliance, the intergovernmental
coalition aims to enhance global tiger conservation efforts.
Origins:
The concept of the IBCA
originated during the St. Petersburg Tiger Summit in 2010, where there was
a call for international collaboration to double the population of wild tigers
by 2022. At the Second Asia Ministerial Conference on Tiger Conservation in
2022, held in India, ministers from tiger range countries endorsed the
establishment of an IBCA to
promote knowledge sharing and transboundary projects aimed at safeguarding
Asia's iconic apex predator, vital for maintaining healthy ecosystems.
Objectives:
As a coordinating platform,
the IBCA
seeks to:
Improve transboundary monitoring
for better management of border forests and corridors
Direct conservation investments
towards priority tiger habitats
Enhance access to scientific data
collection and monitoring technologies
Combat wildlife trafficking
through coordinated enforcement efforts
Share expertise on community
stewardship models and eco-tourism
The alliance serves as a nexus
connecting governments, multilateral agencies, corporations, experts, and local
communities to accelerate ambitious tiger recovery goals.
India's Role:
With more than 50% of the global
wild tiger population, India has played a pivotal role in doubling tiger
numbers from 2006 to 2019 through its grassroots-driven Project Tiger
initiative. The Environment Minister emphasized that India's conservation achievements,
particularly in securing prey, habitats, and local livelihoods, can serve as
replicable models for other tiger range countries through the IBCA
platform.
By choosing New Delhi as its
headquarters, India underscores its commitment to the principle of Vasudhaiva
Kutumbakam (World as One Family), where environmental concerns transcend
national boundaries.
Budget and Timeline:
As a founding contributor, India
has pledged ₹150 crore over five years for establishing the IBCA secretariat
and initiating interim projects. In the long term, the alliance aims to engage
more member countries, attracting financial and technical contributions.
Subject to necessary approvals,
the IBCA is anticipated to be formally launched at the Global Tiger Summit in
September 2023, convening political leaders from tiger range countries.
The International Big Cat Alliance underscores India's leadership in promoting sustainable solutions for the global public good. Leveraging conservation achievements to safeguard endangered apex species beyond its borders reflects India's evolving focus from climate issues to broader environmental challenges threatening critical ecosystems.
